1. Facts of the case:
Our  whole hearted respects  to honest few in judiciary , parliament & public service. Our salutes to them , due to  honest efforts of those few  noble persons only at least democracy is surviving in India.

A .  "Power will go to the hands of rascals, , rogues and freebooters. All Indian leaders will be of low calibre and men of straw. They will have sweet tongues and silly hearts. They will fight among themselves for power and will be lost in political squabbles . A day would come when even air & water will be taxed." Sir Winston made this statement in the House of Commons just before the independence of India & Pakistan. Sadly , the forewarning of Late Winston Churchill has been proved right by some of our criminal , corrupt people’s representatives , police , public servants & Judges. Some of the below mentioned judges fall among the category of churchill’s men – Rogues , Rascals & Freebooters.
B . Loot of natural resources in Karnataka state  and  illegal aid  to  those criminals by government officials. Read  Karnataka Lokayukta Mining scam report .


2. Question(s) of Law:

Are  forest officials , police & revenue officials who aided  bellary mining loot ,  above Law & can go scot free ?



3. Grounds:

Requests for equitable justice , legal prosecution & punishment of guilty police , revenue , forest officials.


4. Averment:

GIVE WHAT ACTION HAS BEEN TAKEN AGAINST THE GUILTY  GOVERNMENT OFFICIALS  MENTIONED  IN THE KARNATAKA LOKAYUKTA REPORT  submitted by Justice Santosh Hegde &  Shri.U.V.Singh ABOUT BELLARY MINING SCAM. IF NOT WHY ?  REASONS THEROF.
How many guilty government officials mentioned in the above report  got promotions , continuing in service making it easy for them to tamper evidences ?
What action against  public servants , officials who are hushing up the case & protecting the guilty ?


The Petitioner has sent many letters / appeals / petitions to supreme court of india & other courts through e-mail , DARPG website & through regular mail requesting them to consider those as PILs. But none of them were admitted , even acknowledgement for receipts were not given. See How duty conscious ,our judges are & see how our judges are sensitive towards life , liberty of citizens , commonmen & see how careless our judges are towards anti national crimes , crimes worth crores of rupees.



That the present petitioner has not filed any other petition (which are admitted by courts) in any High Court or the Supreme Court of India on the subject matter of the present petition.



PRAYER:



In the above premises, it is prayed that this Hon'ble Court may be pleased:

(i) Hereby , I do request the honorable supreme court of India to consider this as a PIL for : “writ of Mandamus” and to issue instructions to the concerned public servants in the following cases to perform their duties & to answer the questions.
(ii) Hereby , I do request  the honourble supreme court of india to  legally prosecute  guilty officials  mentioned in the above said report.
(iii) Hereby , I do request  the honourble supreme court of india  to uphold the constitution of india  , to protect natural resources and to protect the constitutional rights of all Indian citizens including mine.

(iv) Hereby , I do request  the honourble supreme court of india  to  immediately keep all government officials mentioned in the above said report under suspension from service & to take necessary steps to protect all type of evidences.


(v) to pass such other orders and further orders as may be deemed necessary on the facts and in the circumstances of the case.

Karnataka Lokayukta extortion racket case: SIT files chargesheet, names 6 people
The Special Investigation Team (SIT), which probed the allegations of an extortion racket and insider corruption within the Lokayukta or ombudsman of the state, filed its first chargesheet before the Lokayukta court on Wednesday in which it arraigned six accused persons. 

The six accused named by the SIT are joint commissioner and public relations officer (PRO) of Lokayukta Syed Riaz, city-based realtor and middleman Ashok Kumar, Lokayukta justice Y Bhaskar Rao's son Y Ashwin Rao, self-styled RTI activist V Bhaskar and two private Kannada TV channel journalists Shankare Gowda and Srinivas Gowda. All six has been charged under Sections 8, 9 and 10 of Prevention of Corruption Act and Sections 385 (extortion), 419 (cheating), 201(causing disappearance of evidence) and 120 B (criminal conspiracy) of the Indian Penal Code. 

The 1545-page chargesheet contains the statements of 157 witnesses, including justice Y Bhaskar Rao and Lokayukta superintendent of police Sonia Narang. The alleged scam came to light after Narang wrote to the Registrar about the complaint she received that someone from the Lokayukta office demanded Rs 1 crore as bribe to avoid a raid. 
The complainant was Bengaluru Urban district executive engineer M N Krishnamurthy who works with the Public Works Department (PWD). The chargesheet contains a large number of documents, mostly taken from the Call Detail Records (CDRs) of the accused and the complainant. 

The chargesheet claimed that the accused confessed to the crime during their interrogation. One of the accused, Ashok Kumar, who acted as an agent to Ashwin Rao also told the investigators that it was Riaz who guided them to call Krishnamurthy to come to Lokayukta office and placed the demand for Rs 25 lakh, scaling down from the original demand of Rs 1 crore, as bribe to clear him from corruption case. 

Ashwin Rao, Lokayukta's son, was in July arrested by SIT. The issue had raised a storm both inside and outside the state legislature and there was growing pressure from Opposition parties and various organisations for removal of Rao.

Lokayukta case throws up more big names
THE inquiry into the extortion racket at the Karnataka Lokayukta office has taken an interesting turn with the probe revealing business links between one of the main accused and the son of the state’s top cop, Director General of Police ( DGP) Omprakash.
Two days ago, the Special Investigation Team ( SIT), which is probing the extortion racket worth ` 200 crore, arrested N Narasimhamurthy, a clerk at the office of the state police headquarters where the DGP’s office is also located. Narasimhamurthy is accused of facilitating payments to the Lokayukta office from corrupt officers.
Now, it has been revealed that the DGP’s son Karthikesh had business links with Narasimhamurthy. Karthikesh and Narasimhamurthy’s brother- in- law Ashwath operated a stone quarry in Ramanagara, 60 kms from Bengaluru. Incidentally, Narasimhamurthy has also signed the partnership deed.
The stone quarry is being operated in a five acre plot allotted by the government to the DGP’s son. Incidentally, the local villagers had complained against the quarry owners to the Lokayukta and the Department of Mines &
Geology alleging that they violated environmental norms. However, till date action has not been taken against the quarry owners.
The complaint filed against them with the Lokayukta will come up for hearing in September.
In the meantime, the Ramanagara deputy commissioner and the Karnataka State Pollution Control Board allegedly gave a clean chit to the quarry.
DGP Omprakash informed a section of the media that he had no role in his son’s business and that if any illegality was committed, the law would take its own course.
The state government may seek an explanation from Omprakash in connection with the latest development.
So far, more than 10 people have been arrested in connection with the racket. The prime accused is the Ashwin Rao, son of Lokayukta Justice Y Bhaskar Rao, who has gone on a long leave ever since the racket came to light.
Ashwin Rao is accused of extorting money from government servants. They would target corrupt officers and ask for money. Meanwhile, one of the accused in the scam, journalist Bhaskar attempted suicide in his cell.

Karnataka DGP in Dock Over Son’s Stone Quarry Unit

People of the villages bordering Bengaluru feel they have nowhere to go. A stone quarry that is co-owned by the son of the state police chief is the bane of their lives. But when they sought a Lokayukta inquiry, little happened. Even less after Justice Y Bhaskar Rao took over, they allege.
For the last five years, a stone crusher, co-owned with the son of state police chief Om Prakash, has been wreaking havoc with their lives, a man from Gavinagamangala village in Ramnagar district toldThe News Minute.
The man, who requested anonymity, said that there were two stone crushing units in the district initially, started in around 2010-11. Some years later, they were merged into one firm.
According to villagers, the unit which works with granite, only has license from the mines and geology department to carry out stone-cutting operations. However, the man alleges that the unit is carrying out crushing and blasting operations illegally.
Around eight villages in the vicinity of the crushing unit have been facing numerous problems since the unit was set up. These include Matta, Veeregoudanadoddi, Maregooudandoddi, Ramakalpalya, Attingere. He says villagers have to put up with dust, noise, agricultural land and crops, mango plantations, water tanks and residential areas which were being affected.


Grievances Not Addressed 


Om Prakash’ son Karthikesh and his business partner Ashwath had been running two separate units in the area since 2009, according to a Hindu report, which quoted Om Prakash. Denying any illegal activity on his son’s part, Om Prakash maintained that he had nothing to do with the business.
Moreover, my son is 30 years old and I have no bearing or connection to his business links. 
—Om Prakash, Karnataka Police Chief told The Hindu.
The resident of Gavinagamangala who spoke to The Hindu said that in 2011 or 12, the farmers of the Hanchikuppe, where the quarry is located, had lodged a complaint with the Lokayukta office.
Back then, there was some action. But since the new Lokayukta took over, we have heard nothing on the case.
Asked if there were any other complaints, the man said:
We complained with everybody, the home secretary, IGP, DIG, even the chief minister’s office. We never got an acknowledgement. We have gone to the police also, many times, but they never registered a complaint.
According to media reports, Ashwath is the brother-in-law of one Narasimhamurthy, a Second Division Clerk in the DGP’s office.
Narasimhamurthy was arrested for his alleged close association to Bhaskar, an accused in the Lokayukta scam.
